From November 25 to November 29, 2024, the Diplomatic Academy of Vietnam (DAV), in collaboration with the Clingendael Academy (Netherlands), organized the second Training Course on International Marine Environmental Law in Hanoi.
The training course "Legal Frameworks and Practices on International Environmental Law" is part of the Memorandum of Understanding between the Diplomatic Academy of Vietnam and the Clingendael Academy for the 2022-2025 period, funded by the Embassy of the Netherlands in Vietnam.
The course welcomed 30 participants, representing various ministries, agencies, and organizations, including the Ministry of National Defense, the Ministry of Public Security, the Ministry of Planning and Investment, the Ministry of Natural Resources and Environment, as well as universities and research institutes in Hanoi. This event fostered significant connections and outreach, contributing to the establishment of an inter-agency network for coordination and exchange in legal and maritime governance matters.
The course was delivered by a distinguished group of experts from the Netherlands and Vietnam. Dr. Kleoniki Pouikli from the Department of International and European Law at Utrecht University and Associate Professor Dr. Nguyen Thi Lan Anh, Director of the East Sea Institute at the Diplomatic Academy of Vietnam, lectured on marine environmental law. Additionally, Mr. Adriaan Zondag, Program Director at the Clingendael Academy, and Ms. Amanda Klemann, also from the Clingendael Academy, conducted sessions on essential skills.
The course was designed to address the practical needs of Vietnamese officials, aiming to enhance their knowledge and skills in maritime and international environmental law. Through case studies, international practices, and contextual applications relevant to Vietnam, participants gained hands-on insights into key international environmental law issues.
In addition to specialized knowledge, the course also focused on developing skills such as policy analysis, knowledge synthesis, and presentation techniques, to improve practical application and encourage participants to share their learnings with other stakeholders.
This course was further refined based on feedback from previous sessions and incorporated modern technology into its organization. As a result, the course received positive reviews from participants regarding both content quality and organizational efforts. The course not only deepened expertise in marine environmental law but also equipped attendees with practical skills and solutions for policymaking, supporting their professional endeavors.
Participants expressed their concerns about urgent issues such as climate change, rising sea levels, and environmental challenges facing Vietnam and the world. Furthermore, the course created opportunities for enhanced collaboration among officials from various ministries, agencies, and research institutions, laying the groundwork for stronger partnerships and inter-agency cooperation in the future.
